Who’s Using PPC2000

The UK Ministry of Justice have used PPC2000 to procure the new ‘Five Wells’ prison, where the team developed and integrated the designs, costs and programming using BIM and modern methods of construction under a two stage, multi-party approach. The team members had been procured under the Ministry’s overarching framework alliance, a prototype for FAC-1, which enabled continuous improvement and lessons learned from other prison projects.

At a November 2020 research workshop organised by King’s College London , the Five Wells contractor Kier Construction reported on the challenges faced during the pre-construction phase. They showed how the PPC2000 relationships and processes enabled collaborative working, product innovation and a pioneering approach to offsite manufacture and digital technologies, which in turn informed on-site delivery and led to:

  • Effective offsite manufacture facilitating a national ‘levelling up’ agenda, with the predominance of manufacturing facilities in former industrial hinterlands and more deprived areas of England
  • Effective use of BIM digital integration for virtual planning and real-time data management, so as to integrate the work of Kier, HLM Architects, MZA Consulting Engineers, Pick Everard and Arup, plus over 70 other contributors to the Project Information Model
  • Productivity benefits such as 80% design standardisation, 22% faster on-site delivery and digital tools preventing approximately £7 million of remedial works
  • Client benefits such as 70% increased energy efficiency compared to a Victorian prison, 95% of waste diverted from landfill, increased accessibility, smaller and smarter prison communities, and product innovations such as barless windows and improved cell doors
  • Social value including 100 new jobs (25% of them for ex-offenders), 50 apprenticeships, 25% local employment, 30% SME spend and 20% local spend.

The King’s analysis of Five Wells forms part of research for CDBB and Innovate UK, examining how high-performing collaborative teams use new contractual models and digital technology. An output from this research is a ‘Collaborative BIM Protocol‘ based on FAC-1 that is now being trialled by the Ministry of Justice on their 10,000 places new prisons programme as a Construction Playbook Pathfinder (see FAC-1 News and Users).
